How do I do a restore from only iCloud on a Sierra or High Sierra Mac?

There's no Time Machine backup. All I see how to do this applies to iOS and newer OS versions.

I'm installing a new HD in an iMac. I intend to install the OS from an outboard boot drive, then is the restore as simple as booting into the new OS and then signing into iCloud?

iMac 27″, macOS 10.12

Download All of iCloud:

One though would be to download all of iCloud, and then search through it in Finder on a Mac. You would download it to an external drive, and then open the drive in Finder. The File Hierarchy would Reside:

It would all be consolidated as they are stored. So, nothing would be out of order. The file hierarchy will stay the same, and the files will stay where they are. So, once exported to the drive, open Finder, and search through it using the search bar on the top-right corner of the Finder window.
