How do I uninstall an app on my iPhone

When I hold the app down, I get the option to remove the app but no option to delete the app. It only moves it to my app library. How do I delete the app?

Do your Screentime settings prevent you from deleting apps?

Settings > Screentime > Content & Privacy Restrictions > iTunes & App Store purchases > Deleting Apps
