monterey says I don't have enough storage, but I do. I just purchased 50 GB of iCloud storage. Why can't I download Monterey?

The Monterey installer requires free storage space on your macOS boot drive. iCloud storage has no bearing on the storage of your boot drive except to take up space when syncing files from iCloud. You need to free up enough space on the macOS boot drive which means you must either move or delete enough files from your home user folder(s). Make sure to empty the Trash. The Downloads folder is also a good place to find large files to delete or move external media.

Here is how much free storage space you must have at a minimum for installing Monterey depending on how you are upgrading macOS, but you should have some extra free storage space just to be safe:

You should always have at least 20GB of free storage space for the normal operation of macOS. Depending on your workloads you may need even more free storage space since that 20GB of space can quickly get used up by the temp & cache files used by macOS and the running apps.

Make sure to have a good backup before attempting to upgrade macOS just in case something goes wrong.

You should always have frequent and regular backups of your computer and all external media (including the cloud) which contains important & unique data.

The amount of iCloud storage is not related to the free space required for a macOS upgrade, but it can be used to offload local storage and create more local space.

Refer to Free up storage space on your Mac - Apple Support. Optimize storage space on your Mac - Apple Support also offers some suggestions.

If you are still unable to create sufficient space for the upgrade after exhausting all those steps, the workaround is to create a Time Machine backup, completely erase the Mac, install the latest version of macOS (read • below), and finally transfer the contents from that Time Machine backup when asked. To learn how to use Time Machine please read Back up your files with Time Machine on Mac - Apple Support.
