AirPods have no volume until you get to 50-60% of the volume range

My AirPods have no volume below 60-50% of the volume range when connected to my computer, after connecting to my iPhone. Normally I would not turn them up beyond 60% - it would be too loud. And now, I can barely hear with them turned up to 100%.

My AppleTV does this as well - at 50% volume there is no sound (its like you have it at 0% of the volume range).

Please help.
