Hi there uduma177,
From what we can tell, your iPhone is stuck on Emergency SOS. We're glad you've connected with us in Apple Support Communities, and we can provide some guidance.
"With CDMA, when an emergency call ends, iPhone enters emergency call mode for a few minutes to allow a call back from emergency services. During this time, data transmission and text messages are blocked. After making an emergency call, certain call features that block or silence incoming calls may be disabled for a short period of time to allow a callback from emergency services. These include Do Not Disturb, Silence Unknown Callers, and Screen Time." Have a look at the 'Important information about emergency calls on iPhone' section in this link to learn more: Make emergency calls on iPhone
Keeping that in mind, you'll want to be sure you've ended any emergency calls with the guidance in the 'End a call' section of this support article: Use Emergency SOS on your iPhone
With that said, emergency call mode should end on its own after a few minutes. If not, try a forced restart with the steps in the link below for your specific iPhone model: If your iPhone, iPad, or iPod touch won't turn on or is frozen
Take care.
