How do you prevent the Mac from reopening applications after reboot?

You might think this is another thread from someone who can't read the documentation but it is not.


I know how to disable this behavior in normal situations. Like when I manually reboot the machine. I just uncheck the button. But, for example, when I change the system language (I am a developer, I do it quite frequently), the system shows another dialog without this checkbox. See the attachment.


This is just one example. There are other situation with similar problem. Such reboot makes all apps to be reopened. How to disable the reopening in this situation?


And yes, I know about the checkbox "Close windows when quitting an app". This checkbox does not solve the problem. The checkbox just mitigates it. Moreover, I want apps to remember windows. I don't want Mac to reopen applications. These are two different issues.


I know the answer may be "It is impossible" but I would like it to be confirmed.

This happens with apps that are open before rebooting into a new language and, of course, login items. The opening of login items is expected. Me as a user want login items to be launched. I don't want other apps to be launched only because they were for some reason opened before the reboot. Is this a some fancy request?
