iCloud storage

If my iCloud storage is full and I have hundreds of photos not backed up will they be lost forever seen as I’m not able to get into the device as it broke

Bought iCloud storage but phone storage still full Have a 128GB phone and just bought 200gb of iCloud storage. Thought iClous storage would fix the problem.
