If by PC you mean not a Mac but some other brand then no version of macOS can be installed.
So, what brand and model of PC do you have and what version of operating system are you running on it? That will determine if you can upgrade to macOS Monterey.

Per your screenshot, the 2013 MacBook Pro is not compatible with macOS Monterey. Your Mac is on the highest version that will be available.
