See if your family members have accepted iCloud sharing on their end. Go to settings > name at the top > family sharing > icloud+

you’ll see the option to start using iCloud+ on their devices. For yourself, follow the same instructions but on the family sharing screen, make sure your iCloud+ storage is being shared with your family. If it’s not, it would be under “more to share” and you’ll have to enable it
