Where is iTunes storing my album artwork IN WINDOWS?

A folder called Album Artwork inside your iTunes library folder. Note that images are stored in a custom format with the .itc2 file extension, arranged in a set of nested folders that act as a kind of hash table. Images that you paste into media files will also be embedded in the files' tags.
