If you have Messages in iCloud toggled on, your messages would not be backed up in a separate iCloud backup, but instead maintain a constant sync across your devices much like Contacts, Notes or Calendars. See more info here: Set up iCloud for Messages on all your devices - Apple Support
If you've just recently restored your device, it may take some time for your messages to re-appear. Additionally, take a moment to restart the device on which your messages no longer show.

I can't recover icloud saved messages after restoring my iPhone settings. Even though I have enabled message sync with icloud. While the backup has a capacity of 9.80GB
