Inactive iPhone charge

My spouse’s inactive iPhone has been keeping charge monthly’s storage fee $.99 for few months now.

l CANNOT able to get the refund/ cancellation from apple.com

Cancel upgraded iCloud storage by downgrading to the free 5GB plan. See instructions in: Downgrade or cancel your iCloud+ plan - Apple Support

Whether a device is active or not has no effect on iCloud storage subscription fees. If you’ve subscribed for the 50GB iCloud storage option, then you are billed $0.99 monthly, whether you’re actively using the storage or not.

If you don’t want to use extra storage you need to cancel the subscription to cancel the monthly billing.
