This Air pods is a gift for me and I don't have a receipt. I want to know if these air pods can be recalled. And what can I do about it?

I want to exchange my Air pods pro under the recall program, because of the sound problem . For this, I approached the Azerbaijan representative office of Apple. From there they tell me that I have to pay customs duty of 30 USD per earbud. Please let me know if this service is paid? Why should I pay for this?
Their answer is useless to me. They require $30 in customs duty. I want an answer from you (as
from Apple headquarters). Does this program include any payments or should it
be free? If Air pods have problems and Apple wants to recall them, why should I
pay for it? Maybe the program has no fee, but it is requested by the local
representatives, how can I clarify this?
