Auto dimming help!!!

I am running IOS 15.6.1 on iPhone 12 Pro Max and I have went to: setting, display & brightness, turned off automatic, turned off True Tone, turned off night shift. Then I went Back to: setting, accessibility, display & text sizing, turned off auto-brightness. And when I’m outside my phone will go all the way to the dimmest setting from being at max brightness it does it every time I change it back to max and pull it out again it’s dimmed all the way back down. Is there any fix to this I am at the verge of switching phone brands due to this issue. Also just want to note my low power mode is turned off as well and it does this on a fully charged battery as well
