Loss of Fan in Download Folder on Dock

you created an alias. I would delete/remove that.

If your Downloads folder is in the Finder Sidebar you can Control click on that>Add to Dock

Then make changes to see your "fan"

If you have your Downloads tied up with Dropbox this could be an issue(?)

As Leroy stated, you didn't restore the Download folder. You created an alias to the Download folder which is now in the Dock.
