When I call a single person I can’t hear them at all or it is very feint but when I call anyone else I hear them just fine. Why can’t I hear this specific person when I call them? Is there anyway to fix this problem?

Ask them speak directly into their microphone or speak louder.
Since the low volume occurs with only one individual, it would
seem the problem is either with their phone or the way they talk
into it.
You could also try calling this person from a different phone to
see what happens. If still low volume, the problem is definitely on
their end.
