Health App Not Counting All Steps

I went for a quick run this morning and used a fitness tracker to record my steps. I see that my steps were added to my health data, however, the health app is not adding the steps up correctly. In one screenshot you can see that it says my total steps are 2,439 - but that doesn’t make sense b/c when you look at the data added from my fitness tracker you can clearly see that it should be higher than 2,439 as there are two data dumps of 1,400+ steps, so it should at least show 2,800 steps. My fitness tracker says I have 3,420 steps. Why are they not being added correctly in the health app?

The Apple Health App shows that 3,420 total steps were transferred from the tracker. But not all of those steps appear in the cumulative total of steps in the health app. I’m no IT specialist, but I would assume the app for the tracker has done its job? Why would the app register all of the steps but exclude some from the total?
