I bought a Apple Watch from a Individual and they didn’t turn the find my Apple Watch off so now it has an activation lock and I do not know how to reach out to them is there anyway to get help

If you bought it through a website or store, ask the people running it for a refund. Otherwise, no; the activation lock is an anti-theft measure.

The person that you bought/got this watch from needs to follow all the steps on this page;
Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and mark it down as a bad experience.
Neither the users on this forum or Apple can help you,only the original owner can help you.
Is there a way I can get a email so I can email them to ask them to turn it off or something I just have no way in getting back in touch with them
