If you are using an all-new device, then you need to purchase AppleCare. So, contact Apple Support, if you are getting in a loop. For Financial Assistance, contact Apple. Support. These are user-to-user forums. We are not Apple.  Apple barely reads these site on their own time, as it is. When calling, request to speak with the Apple iTunes Store Staff. By "complimentary" do you mean the standard 1year warranty new Macs have?

If so, you don't really transfer it, it follows the machine and is active for 1 year.
