iMac 27-inch, OS 12.5.1, Photoshop 2022 fully updated.
Since recently I have to double tap keyboard shortcuts in Photoshop - not normal.
Happened on Big Sur as well. Updated to 32GB RAM. Tried 3 different keyboards.
I do not have this problem on any of the other 3 Macs that I run.
Please advise as I am sure this is a System Preference issue, or a Bug.

Can you do another test? Make a new user, or just use the Guest account, and see if it suffers from the same issue, or not.
Some problems are system wide, where others are due to something on the user's own account.

Oh I do hope this will continue working!
It seems fine now - I compared the System Preferences of my MacBook Pro > Keyboard > Input Sources and then switched Off the "Show Input menu in menu bar" as well as the "Automatically switch to a document's input source".
Everything else in this Keyboard window is set the same as the MacBook Pro (except for the stuff that is obviously different for a laptop).
On this iMac I did switch Off the Accessibilty > Keyboard > Navigation > Enable Full Keyboard Access, because that fixed my problem of the Spacebar not working.
I hope you don't have to hear from me again and that the issue will stay fixed for now.
If I have any further issues I will take it to have "run in Safe Mode" or to have it formatted and re-loaded.

Photoshop > Preferences > Tools > Switch OFF "Spring-loaded Tool Shortcuts".

Before you reinstall, test to see if the problem occurs when the Wacom software is not installed.
Grasping at straws at this point:
check the settings in System Preferences->Keyboard for anything unusual; similarly in System Preferences->Accessibility.
They seem rather unlikely, given that the same happens even in the Guest account, but there may be something there.
Also: I don't know if Photoshop even runs in Safe Mode, but if it does, check if the same problem occurs or not.
By the way, sometimes the mere fact of restarting in Safe Mode (which does some checking and clears caches), followed by a normal restart can resolve some weird issues, so... who knows, maybe it helps.
Is the Wacom tablet software completely up to date?
You mean if you press a shortcut (say, Command-A) it doesn’t work at the first try and you have to press it again to have its effect?

I have now tried the advise given in the Link below. I removed the entire content that was inside "Tablet".
It worked for a while, but now I need to double tap again.

Yes it is, according to the Desktop Centre app.
I have now deleted it and will re-install.

Photoshop tools require you to just press V or B, etc. These keys I have to press very quickly, twice.
All Photoshop single shortcuts (V, B, M, C, etc) have this issue.
Layer icons also do not change. Wacom tablet also just stops working and only restart computer fixes this.
