Icloud windows app error when you click sync outlook contacts and calendars

Hi

After installing icloud for windows on windows10 PC (originally installed in windows7) you get error message

“icloud for windows did not install properly…”

To repair it is suggested that you repair “icloud outlook”.

However this does not work, same issue after repair.

Also same issue after uninstall and reinstall of icloud for windows.

However if I select a PC installed on windows10 there is no issue.

So how to fix this on the PC upgraded from windows7 (other than moving PC to new windows10 PC using e.g. laplink pcmover)?
