Why is iCloud+ storage not available to family members who are part of my Apple One Premier subscription?

Did you elect to share it as described in the "Share iCloud+ with everyone in your family" section of Share iCloud+ with your family - Apple Support ? (you can have Apple One Premier and not share storage if you want).
If they currently have their own paid plan (i.e., not the free 5GB plan) did they switch? See the "Switch from your iCloud+ plan to your family plan" section of the same support article.

Thank you! That was exactly the issue; I had not added iCloud to the list of Apple One features to be shared -- problem solved.
