Why does my iPhone 11 not ring when someone tries to contact me on WhatsApp or Facebook?

Open Whatsapp, then in the in-app setttings go to Notifications and turn everything on.
Then iPhone Settings, Notifications, Whatsapp, turn everything on.
I expect its cell mate Facebook may be similar
