Erasing Files and Reinstalling OS

I am donating my old MAC. I followed the instructions to erase my files using disk utility. However, when I went to make sure my files had been deleted, my MAC started up with a blinking folder with a question mark. I followed the instructions to power down, power on, and then hold down and command and R button. However, it doesn't work. I still only get a blinking folder. What do I do now:?
