Why does iPhone not upload photos and sync to iCloud even with 100% charge?

My iPhone is on 100%, and I noticed that changes (edited photos and created a new album, on my iMac) were not syncing from my iMac to the iPhone.

When I went to look why not, it said it was "saving battery power".

Why would it want to save battery if it was fully charged?

Is there any way I can stop this from happening - so it just uploads and syncs automatically without me having to click "Resume" every time?

Thank you for any help.
