We are just other Apple customers. We have no insight whatsoever into how real-world data is incorporated into Apple maps.
I can tell you that Apple does seem to favour paid, licensed data sources like Yelp, TomTom, and many others. You can read the full list here: https://gspe21-ssl.ls.apple.com/html/attribution-232.html
But I think the problem is that many of those data sources are polluted with devious corporate marketing and fake reviews. So local, small businesses seem to have a problem always showing up as “permanently closed”. The big corporations don’t have that problem. Apple does incorporate end-user feedback and problem reports, but it seems that eventually the paid data services always seem to take precedence and override those organic reports. I don’t have a good answer for you. This is how capitalism is supposed to work. Might makes right. Big companies and Big Money makes the rules. Sucks to be a small business, eh?
