Apple TV won’t turn off voiceover for volume

Our Apple TV in our bedroom somehow has the voiceover on for the volume ONLY. Every time you push the volume up or down it says “volume” followed by the number it is at. I’ve looked under settings and voiceover is off. I’ve tried repairing our remote and it comes back. I’ve looked at all the settings but can’t seem to figure it out.
