In system references keyboard input sources I have US, Hebrew, Hebrew pc and Hebrew qwerty.
You need to get rid of two of those Hebrew keyboards and just keep the one which corresponds to your plastic sheet. If you post a picture of the sheet I can probably tell you which one.
Or use Keyboard Viewer to see which of the layouts is the one you really want.
Use the Keyboard Viewer on Mac - Apple Support
The active layout is indicated by an icon at the top right of the screen.
(If you have more than one Hebrew keyboard on that list, it is really easy to accidentally switch among them and get a mismatch between the key printing and the screen output)

Does this happen in all apps -- Safari, Mail, Pages, Message, TextEdit, etc.?
Please tell us exactly what you have on your list in System Preferences > Keyboard > Input Sources. Perhaps you have the wrong Hebrew input source active.
Does your MacBook have Hebrew printed on its keys?
Thanks Tom.
It happens in chrome and word. have not tried others.
In system references keyboard input sources I have US, Hebrew, Hebrew pc and Hebrew qwerty.
I have a plastic keyboard flexible sheet that I put on the regular keyboard
Thanks Tom,
This great.
I deleted all of them and added one by one Hebrew PC was the right one.
Thanks a million
