how do i sign in to my me.com email on my wife's mac?

An @me.com Apple ID is an old/legacy Apple ID which is still valid. It can be used to sign into iCloud services in System Preferences > Apple ID.
Apple has a support document with instructions at Set up iCloud on your Mac
You will see in the final step that once signed in you can select the services you wish to use which includes email in the Mail app.
