Notifications for iphone App Store updates keeps turning on despite that I have them off

I keep getting the red dot notification on my App Store. I’ve turn them all off multiple times and they keep turning back on. I do not want notifications for app update, I do them manually. I’ve turn off notifications in the system app and the App store app, but the system app keeps turning it back on. I have not turn off my phone or restart it. I’ve never had this problem before ios 15.5.
