iCloud is a syncing service. What that means is when you record a video on your iPhone using the Camera app, as long as Photos is enabled in Settings > your name > iCloud > Photos then the video will sync with iCloud.
It will then be available on any device that uses the same Apple ID as your iPhone and has iCloud Photos enabled. If the video is edited on any of the devices, it will be reflected on all devices. Similarly, if the video is deleted from one of the devices it will be deleted from iCloud and all devices.

Once a video is recorded and saved on the iPhone, it will automatically be uploaded to iCloud if the option is selected in Settings > Photos. It will vary on your Internet connection with how long the upload might take.

As we mentioned in our last reply, iCloud is not a live recording system. It's a syncing service.
In other words, you are not able to do what you are asking for with iCloud.
If you make a recording in another app, such as the Camera or Voice Memos, you'll need a Wi-Fi or cellular data connection, plus a connection to power to upload to iCloud.
