High sierra isntall fails - unable to unmount volume for repair

Mac mini 4,1 mid 2010 running sierra with two SSDs arranged as SSD1 and SSD2 for time machine backup. (was a server but now running as a standalone)


Of the various rescue methods the only one that worked was starting in safe mode, ejecting the SSD2 drive and any external drives and running the installer from safe mode


The command line methods either could not find the files or demanded a password, but did not recognise the startup password


Mac mini 2018 or later
