Wallpaper "Set as Wallpaper Pair" Option? or Set as Wallpaper defaults to Lock Screen :(

Am I crazy or is there a way to bypass setting your new wallpaper as a "Pair"? Every time I set a new Lock screen wallpaper I have to re-customize my home screen wallpaper? OR you set it as a pair each time? That's annoying AF!
