Can not restore iphone from new iOS 16 backup?

I created a new backup yesterday after installing iOS 16. Today, I erased my iphone and I wanted to restore from yesterday's backup, but the iphone will not get past my iCloud account verification before selecting backup to restore. I get to my iCloud account on the pc okay. What can I do? I only have a backup in the cloud. I just checked again and the message is about an error connecting to the server.
