Health App / Cardio Recovery / Can't add Apple watch as a data source

I have an iPhone 13pro running iOS 16 and an Apple Watch Series 6 running Watch OS 9.

When I went to the Health app on my phone and selected "Browse" then "Heart" to try to look at Cardio Recovery information it says there was no data. When I then scrolled down to "Data Sources & Access" it showed "None" under Data Sources. If I clicked the "Edit" button on the top right it wouldn't let me add anything in that field. By comparison, if I navigate to Heart Rate Variability instead of Cardio Recovery I have tons of data from my watch and it lists the watch as a data source.

Then I launched the Heart app on my Apple Watch and scrolled down past my workout from today to "Post-Workout" I could see how many BPM my Heart Rate dropped in the 1 & 2 minutes after I finished my workout. This is the data that should be in the Cardio Recovery section of the Health app on my phone. I was able to manually enter that into the iPhone's health app so I have exactly 1 data point now but I don't want to have to manually do this every single time.

So, how do I get my phone to pull that data from the watch, or even acknowledge that the watch is a data source at all?

Apologies for the long post, I just wanted to be as detailed about the problem as possible. It's frustrating.

Thanks!
