I can’t ios15.7 to download, keeps giving me an error. How do I fix this?

I am getting the error and I'm good on everything except that I can see a software update (the error one from today) in my storage and when I hit delete update it will not delete the update. I almost feel like they are trying to force me to upgrade and I don't have the money for that right now.
i've tried everything and Apple will not let me install the software update on my Xs.

The reason this IOS update was important to me is the hope that it will resolve the problem with this software installation that is blocking me and others from being able to connect to our Mac via USB.
