Thanks so much Woof2022. I continued to troubleshoot and here is what fixed it:
Go into iCloud settings on your phone and turn off Reminders.
Wait 10 min or more and then turn it back on.
This fixed the problem for me.

I’m seeing the same issue here on iOS 16.4 on both an 11” iPad Pro and iPhone 14 Pro. It’s ridiculous.

Yes this does remove your Reminders from your iPhone, but then when you turn it back on in iCloud, they all get recovered again.
