how to restart upload photo to iCloud?

Thanks for posting in Apple Support Communities! To resume the upload to iCloud for photos, follow these steps:

1. Open the Photos app
2. Select the Library tab
3. Tap All Photos
4. Scroll to the bottom and tap the option to resume

This will allow the process to continue for storing your photos in iCloud. We also suggest connecting your iPhone to the charger and a Wi-Fi network. Since Low Power Mode can stop the syncing process to preserve battery life, ensure this feature is disabled.
