icloud photo download error after ios16 update

After updating to ios16, I am seeing many photos that are just black in my photo library even after my entire icloud library has been restored under my photos. When I click on the little information icon on the photo, it gives me the error "Unable to Load Photo" with the description "An error occurred while loading a higher quality version of this photo". How do I fix this? I can see these missing photos when I log into icloud.com on the browser on my Macbook Pro. However, I am unable to see this in my photos iCloud library even on my Macbook Pro (it used to be there prior to the update). I have tried to restart my phone many times. No resolution.
