23 GB of Photos but No Photos or Videos on the Phone

I have an iPhone 13 Pro Max and it currently has zero photos or videos on it. I have deleted them form the "Recently Deleted" folder as well. I did this 2 weeks ago and have kept the photos empty since. I have updated my iOS twice in that time and am now on iOS16. This entire time the storage for Photos has been over 23 GB (currently at 23.01 GB) under "Documents and Data". I have looked everywhere and cannot find any help for this. How do I correct the storage as I cannot be using 23 GB for zero photos and videos. I have no shares photos albums and my iCloud storage is not showing this amount in storage either. Please help.
