Three finger drag not working in bookmarks list

Before the latest Monterey update, I was able to open my bookmarks editor and use 3-finger drag to move my bookmarks up or down to organize them in my list. Since the update, the 3 finger drag is acting like the shift key and selects multiple bookmarks as you drag three fingers instead of moving your selection. Anybody know why this is happening. I do have 3-finger drag selected in preferences - Accessibility

Now how are we supposed to move our list around to get it in the order we prefer? Sometimes I think these updates are done for the sole purpose of aggravating users.
