The iPadOS message app is designed to handle both iMessage and SMS/MMS at the same time. But an iPad cannot send an SMS nor an MMS by itself. It must be paired with an iPhone as SMS/MMS require a cellular telephone voice connection.

You can send and receive SMS/MMS by pairing it with your iPhone -> How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac - Apple Support

For Messages nor turning off, try a restart.

Restart your iPhone   *

Restart your iPad.   *

Try a forced restart. See the section towards the end of the article.

Reset Device. -

If necessary

Hard reset.     -

Do a backup and try a factory reset. Then restore from the backup.

Restore to Factory setting.      *

Restore - If you see an error when you update or restore your iPhone, iPad, or iPod.   *

Backup - Restore your device from an iCloud or iTunes backup.
