Since I upgraded software to 16.3.1 I can no longer send text to a non-iPhone user such as an android. My wife and I both have iPhone XR . Our iMessage settings are exactly the same. She can send to android but she has the old software not updated like mine. I cannot send, since I have a upgraded to 16.3.1.
Many users who have updated to iOS 16 and above must have a similar issue if the issues stated by you are due to the iOS.
Unless you state what the issue is many in this forum may not be able to respond positively to the issue you are facing.

I have the same issue. I’ve redone my esim multiple times, factory reset my phone, and network reset and still doesn’t work. Apple update is literally the only thing that happened. They need to fix whatever they did because it’s been a week now and I have missed tons of messages.
You may not have an SMS plan enabled by your carrier for the SIM/eSIM that you use on your device. Apple Inc does not provide SMS services.
I have the same issue and only after 16.3.1 update Verizon has SMS enabled it's the update I have a XR
I might add for clarification that it only happens in a group message with iPhone and Android in the group. I can send to android as a non group.
Nothing has changed except recent software update. I have been texting for years with group non iOS and iOS no problems!
