am I able to get old version of program because I can't upgrade

If you previously have installed GarageBand from the AppStore, you could try to download it again from the AppStore, but from the list of previous purchases, the fourth tab, not from the Main page in the first tab.

But if you never had GarageBand installed on one of your Macs and the purchase is not associated with your AppleID, you have missed the chance to get an older version of GarageBand. We have to grab the apps from the AppStore, when our Mac is running the most recent system version, a few years later it may be too late.
