Legacy System Extensions message

Why is the actual Safari extension not shown? It would be easier to trace. It would make it easier to identify the extension,

iMac (24-inch, M1, 2021, 2 ports)

safari extension folder. where is this? I'm on Monterey 12.5.1. And hits in the forum say to go to my home folder then Library/Safari/Extensions I don't have a Library folder in my home folder unless somehow its hidden? Trying to get rid of an extension that keeps reinstalling itself. Safari is 15.6.1

settings/safari/extensions error When I follow the settings/safari/extensions path, and tap the "More Extensions" option, I get "Cannot Connect-something went wrong. Please try again." message. I have tried over several days. What is causing this error, and how do I get it corrected?
