Problems with Assistive Touch and Motion Gestures

Since updating to watch OS 9, my Apple Watch accessibility settings have been messed up. Every time I get a notification, my watch has a motion gesture pop up. I have motion gesture and quick actions off but the pop up still shows. When I turned off assistive touch, the assistive touch bubble is now on every app but there is no more gesture notifications. Is there any way for me to get rid of both the blue ring around everything due to assistive touch and get rid of the gesture notifications? I have tried completely turning off my watch and changing on and off the three settings mentioned above but I still have issues.
