When using a third-party PD charger, MacBook's charging starts a minute later after cable is plugged in.

I use third-party multiport PD chargers for my M2 MacBook Air and Intel MacBook Pro. But when I plugged in the cable(USB-C or MagSafe3), the battery icon in the menu bar turns into a plug mark and says "Not charging". Then 30 seconds or a minute later, it turns a lighting mark and starts charging. So MacBooks recognize the power is connected, but start charging 30-60 seconds later.

I tried another third-party PD charger, but the same thing happens. M2 MacBook Air starts charging a minute later after plug-in, and Intel MacBook Pro starts charging 30 seconds later after plug-in. But when I use Apple's charger(power adapter), MacBook Air/Pro starts charging right after plug-in. So, it only happens only with third-party chargers. I guess third-party chargers and MacBook communicate for a while to find out the appropriate current/voltage for charging, but I'm not sure. Should it take this long time?

Does anyone have any suggestions for why this is happening?

(I know that sometimes MacBook is not charged if there is over 80% or 90% battery because of battery health management. But above issue happens even battery is under 50% charged.)

100% correct. All power adapters negotiate with the Mac to determine the appropriate power settings but it's reasonable to assume non-Apple power adapters require some additional negotiation. Half a minute doesn't sound unusual.
