Message sync via iCloud not working - topic not in previous posts

Since upgrading to iPhone 14 Pro running iOS 16.0.2, the iPhone only syncs messages one way. Deleting a message on the iPhone syncs and deletes messages on my iPad Pro running iPasOS 15.6.1, but deleting messages on the iPad does not sync to delete messages from my iPhone.

all devices are logged in to iCloud and visible
the iPad shows under the iPhones message settings and message forwarding is enabled. I've tried this option turning off and back on with no effect
I have already (3 times) turned off Messages under iCloud settings on both devices, rebooted both devices and then reenabled Messages (iPhone first) followed by iPad. I waited until each device downloaded and uploaded messages.
I've seen this happen after previous device upgrades

what next?

I solved! it was nonsense but not so easy to understand. the iphone was unhooked from the other devices, so it moved autonomously even if imessage was enabled. Then I went to the first settings item, the ones with your name and ID apple, then on iCloud and I opened the whole list of apps that use iCloud. Inexplicably, Message's app was the only one disabled! so I enabled it and it all worked out

I've also opened a case after a long session with 3 levels of support. In my case, the problem occurs between iOS 16.0.3 and iPadOS 15.7. The bug has been confirmed on multiple iCloud accounts. Messages can be deleted on the iPhone and they are removed from the iPad, but Messages deleted on the iPad are NOT deleted on the iPhone. Messages can be received on both devices and new messages do appear to sync, although it's not clear if message first read on the iPad will appear later on the iPhone.

I'm guessing/hoping this issue will be fixed with the upcoming release of iPadOS 16.1.

Please open a support case so Apple recognizes this is not an isolated problem. I have a case open. So far "engineering" has failed to duplicate the problem or provide a solution. Today marks 7 days since I opened my case.
