Does the phone show these notifications too? If not then:

You can try resetting the watch: depress and hold both drown and side button until Apple logo appears.

Unpair the reset up the wat. If restored from backup and still problem try restoring as new.

I’m also having an issue. I have the 14 pro max and with always on display I can see the notification come in. And since the screen is locked it should appear on my watch. A lot of my notifications go straight to my Notification Center. It won’t ping my wrist/ vibrate, but when appear in my Notification Center. Called apple said that it may be a watch os9 issue. Said I could try to reset my watch and don’t restore from a backup.
