iOS 16.0.2 iPhone 14 Pro Focus Based Locations Not Working - OK with other devices and functions

Hello.

I read through and tried everything to fix this problem. But no luck.

Anything having to do with Focus locations does not work on iPhone 14 Pro and ios 16.0.2

• Focuses set to go on at locations do not activate at all
• In control center when selecting under a focus "Until I leave (location" it activates for a second or two and then turns off the focus.

Some things:

• I found that Settings>Privacy and Security> Location Services>System Services>location-Based Alerts controls the function for the focus location based alerts. It is toggled on.
• The device I am set to share location with is This iPhone
• When changed to share location from other 15.7 devices like iPad, THERE IS NO PROBLEM. The Focus will stick even across to the iPhone. But if if the sharing device is iPhone it wont work.
• I tried the usual things such as turning of share across devices. No Luck.
• If I set a location based reminder, IT WORKS FINE.... So I assume it is not related to a hardware issue as that would use the same systems to send me reminders... but the focus will not work with location.

I have read everything all over the web and tried everything including resetting location settings but no luck.

Is anyone else having this issue... or can anyone suggest a far out way to try and fix it?

I am curious if it has to do with ios 16 (maybe because the ipad is on 15.7?) or has to do with the new 14 pro phone....
